Are there test credit card numbers that I can use in the PayCEC production environment?

The Live/Production environment only accepts valid credit card numbers since you are connected to a real processor. You can submit a test transaction for the value of €1.00 using a valid credit card number. After you have verified that the transaction was successfully processed, you can credit the charge to reverse it.
